Symptoms
Executing a Web Layout only jsp report in Reports Builder -> Run Web Layout displays errors:
REP-58100: Error starting internal web server at port 3000. cannot instantiate application server thread
The Paper Layout reports are working fine.
Changes
It is the first Web Layout Report tested.
