FMW 11g RCU Database Connection Timeout - "Unable to connect to the database using the provided details" (Doc ID 879950.1)

Symptoms

An attempt to connect Oracle Fusion Middleware 11g Repository Creation Utility (RCU) to an Oracle Database times out - despite providing the correct connection details in the "Database Connection Details" screen

The ORACLE_HOME/rcu/log/logdir.<timestamp>/rcu.log shows this error stack.


The database listener is definitely up and running. Testing the database connectivity using $ORACLE_HOME/bin/sqlplus shows that database is accessible.
