Last updated on OCTOBER 24, 2016

Applies to:

Oracle Fusion Middleware - Version 11.1.1.0.0 and later
Information in this document applies to any platform.
This problem can occur on any platform.

Symptoms

An attempt to connect Oracle Fusion Middleware 11g Repository Creation Utility (RCU) to an Oracle Database times out - despite providing the correct connection details in the "Database Connection Details" screen

The ORACLE_HOME/rcu/log/logdir.<timestamp>/rcu.log shows this error stack.

.. ERROR rcu: oracle.sysman.assistants.rcu.backend.validation.StepValidator::isConnectionStepValidated: Failed to connect database: Unable to connect to the database using the provided details.
Please enter a valid hostname and port or check if the listener is up and running.

.. ERROR rcu: oracle.sysman.assistants.rcu.backend.validation.StepValidator::isConnectionStepValidated: SQLFatalErrorException:
oracle.sysman.assistants.common.dbutil.SQLFatalErrorException: Unable to connect to the database using the provided details.
Please enter a valid hostname and port or check if the listener is up and running.
at oracle.sysman.assistants.common.dbutil.jdbc.JDBCEngine.connect(JDBCEngine.java:423)
at oracle.sysman.assistants.rcu.backend.validation.StepValidator.connectDatabase(StepValidator.java:327)

The database listener is definitely up and running. Testing the database connectivity using $ORACLE_HOME/bin/sqlplus shows that database is accessible.
