After Enabling DATABASE FULLTEXT and Rebuilding the Collection, an Error is Received (Doc ID 888617.1)

Symptoms

-- Problem Statement:
On a new installation of Content Server 10.1.3.3.3, after enabling DATABASE.FULLTEXT search and
rebuilding the index, the rebuild fails with the following error:

ERROR:
Indexing aborted at 9/8/09 11:46 am. Unable to delete collection directories. Indexer could not
create table or index: IdcColl2. Unable to execute callable query 'CaddTextPreference'.
ORA-06550: line 1, column 7:
PLS-00201: indexer 'CTX_DLL' must be delcared
ORA_06550: line 1, column 7:
PL/SQL: statement ignored

-- Steps To Reproduce:
1. Set SearchIndexerEngineName=DATABASE.FULLTEXT
2. ran batchsnippet.sql script as JDBC user
3. Rebuilt Search index
