Symptoms

An irregular fault "BEA-380000: General runtime error: Invalid argument" can happen in Service Callouts and Route Actions to SOAP-HTTP Business Services. 

Defining a Retry Count to each Business Service would resolve this problem, however, this might not be an acceptable resolution.
