Weblogic Server Does Not Accept New Requests From WebServer After Siteminder is Restarted With "CONNECTION_REFUSED" Error in the Proxy Logs

CLIENT -------> LOAD BALANCER ----------> IIS ----------> SITEMINDER ---------> WLS
Due to some issues with SiteMinder, the SiteMinder server was restarted.
After restarting the SiteMinder server, users were able to send the request to WLS through IIS. But after couple of minutes, the requests failed and were not sent to WLS through IIS.
To recover from the situation, WebLogic Server (WLS) was restarted.
This issue happens only if the SiteMinder server is restarted.
