ADMN-202050 When Running Dcmctl Commands with JAZN Java Exception (Doc ID 946156.1)

Symptoms

Running any dcmctl command on Oracle Application Server 10.1.2 middle tier returns the following error:

$ dcmctl getstate -v -d

ADMN-202050
The OracleAS Repository API threw an exception while accessing the DCM Schema.
Resolution:
Check the exception thrown by the Repository API for resolution information.
Some common causes of this problem are as follows:
OID is not running or unavailable
the ias.properties file is misconfigured with incorrect OID connection information
OID permissions are incorrectly defined

Running "opmnctl startall" shows that some OPMN managed components are not able to start.
