OutsideIn is not Converting Native Files To PDF, Error: "Oixconverter Timeout" (Doc ID 958703.1)

Symptoms

The Inbound Refinery 10.1.3.3.3 is configured to convert native files with the extension doc, xls,
tif to pdf using the conversion engine OutsideIn Technology (OIT). The conversion fails with the
error message on the document info page:

Step OIXConverter forced conversion failure by conversion engine because of error: 'Step was timed
out by Inbound Refinery.'.

This is a new installation of the Inbound Refinery.
