Symptoms
When checking in a new revision through WebDAV or Checkout and Open, the dCreateDate of the new revision drops the seconds and sets them to '00' from the dCreateDate of the previous revision. This causes Archiver imports to fail when using UseRevisionCreateDate=true, since the dCreateDate of the new revision will always have a dCreateDate earlier than the previous revision.
