"Not Registered TLD Namespace" Error When Invoking a JSP Page (Doc ID 973201.1)

Symptoms

An application deployed in a 10.1.3.x  OC4J is not loading a shared library containing jstl.jar and standard.jar. As a result,  the application fails with a HTTP 500 error when accessing a JSP using those libraries :

500 Internal Server Errror
OracleJSP: oracle.jsp.parse.JspParseException: /pages/modelo.jsp: Line # 2, <%@taglib uri="http://java.sun.com/jsf/core" prefix="f"%>
Error: "http://java.sun.com/jsf/core" is not a registered TLD namespace
