The EM Application and dms.war not Getting Deployed Configuring a New SOA Instance

Symptoms
The configuration of a SOA environment in 11.1.1.x on Linux fails because the dms and em applications can not be started in the AdminServer. The following error is logged in the $MW_HOME/user_projects/domains/<SOA domain name>/servers/AdminServer/logs/AdminServer.log file:
The same error can be logged in the AdminServer.log file when the Fusion Middleware domain has been running fine for a long time when the users access EM and they notice some components appear as Down when they are really Up and running.
