Unable to Start OID 10g Processes using OIDCTL "Instance Number Already in use" (Doc ID 973506.1)

Symptoms

Unable to start the odisrv service.
Also, not able to start the oidldapd using the oidmon and oidctl command line tools.
But can start the OID service by using opmnctl startall command


oidctl command to start the odisrv shows the following error message :-

$ORACLE_HOME/bin>oidctl connect=asinf server=odisrv instance=2 configset=1 start

Instance Number Already in use.
Please try a different instance number.


But ps -ef|grep odisrv doesn't show any process running.
