TransportException in OSB - Configurations for the Proxy Service is in Flux When Activating Changes Under Load (Doc ID 974538.1)

Goal

Under load or during a load test, the following error happens while activating changes in a proxy service in OSB:

com.bea.wli.sb.transports.TransportException: The configurations for the proxy service is in flux on ALSB/OSB configurations.

The associated stack trace in the log file:
<[weblogic.servlet.internal.WebAppServletContext@2f131bb - appName: 'XBus Kernel', name: '/AMF/CommonServices/proxyServices/AgentInquiryProxy', context-path: '/AMF/CommonServices/proxyServices/AgentInquiryProxy', spec-version: 'null'] Root cause of ServletException.
