WCI Collaboration Administration Utility Links Fail To Work After Navigating To The "Collaboration Notification" Area (Doc ID 981245.1)

Symptoms

Links within Collaboration Administration (i.e., "Diagnostics", "Miscellaneous Settings", "Holidays", "Publish to Directory", etc.) become inoperable after navigating into the "Collaboration Notification" section and the following message appears in the UI: "Notification Service is down". There is also a javascript error in the browser window noting that "'enabledNotificationHealth.checked' is null or not an object". The javascript error is similar to the following:

Once this javascript error appears, the user remains on the Collaboration Notification screen when attempting to click on any of the other Collaboration Administration links. The user is only able to click on either the "Finish" or "Cancel" buttons to exit out of the Collaboration Administration administration utility.
