Login into Oracle Service Registry as Admin User Fails with Error: "Unable to locate a login configuration"

Symptoms
When trying to login to OSR 10.3 in OAS using admin user a blank page is shown. In the logfile following error is reported:
ERROR: uddi_security_v3.com.systinet.uddi.v3.InterceptorProxy - Unable to locate a login configuration
