"Unable To Connect To The AdminServer" Error When Installing FMW On Windows (Doc ID 989163.1)

Symptoms

When trying to to install a Fusion Middleware product, the installation fails in the configuration phase at the "Domain creation" step
In some cases this can occur when connecting to the Admin Server with WLST after an 11g or 12c install, it just depends on when the connection is attempted in relation to the cause.
The following error is logged in the oraInventory/logs/install<date-time-stamp>.log
