Symptoms
This issue occurs when cloning Oracle Forms and Reports Services 10.1.2.3.0
When running the clone operation on the destination the following error is displayed in the ORACLE_HOME/clone/logs/error<timestamp>.log
You have checked the file permissions on /etc/hosts as described in <Note 554646.1> 'OracleAS 10g Rel 2 Cloning Fails with DCM Error ADMN-202001' and the permissions are correct.
