Using UCM's Check out and Open Component is Slow on Client Computers Running on Windows 7 Operating System, but Runs Fine on Windows XP and Windows Vista (Doc ID 989584.1)

Symptoms

On : 10.1.3.5.1 version, Content Server, using CheckoutAndOpenInNative 2008-06-17, and CS10gR35CoreUpdate
2009_08_06 (build 17)

Find when client machines that have Windows7 professional as an operating system use Checkout and Open to check Out and Open documents, they take several minutes to open, but when client machines have Windows Vista or Windows XP and use CheckOutandOpen to open the same document, it opens quickly.

EXPECTED BEHAVIOR

Expect that it would take a similar amount of time to open the same document using Checkout and Open, regardless of the operating system of the client.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. On a client computer with Windows 7 Professional installed, Start Internet explorer and log into ECM
2. Find a content item in workflow and open workflow review window
3. Click on "check out and open"
4. Content takes several minutes to load a test file that is 236 kb
