Objectel UserManager does not List Users Present on the Weblogic Domain

You've started the Weblogic and Objectel servers. Now you're logging into User Manager.
Here you're not getting the list of users present on the weblogic domain and so the User Manager not allowing new users to be added and also not showing the current users.
The error thrown is - "Communication Error Please contact Administrator".
