When attempting to connect to the database using the Metasolv Solution Utilities client (tbs_util.exe) to run the DB Health Utility, the following error is received.
Cannot make a connection to the database. Press the Details button for more information.
ORA-12154: TNS:could not resolve the connect identifier specified
