How To Customize Assigning Bill Units to a Collection Agent Automatically (Doc ID 1077082.1)

Goal

From the Billing and Revenue Management (BRM) document:

PCM_OP_COLLECTIONS_ASSIGN_AGENT is called by Collections Center when a collection manager assigns a bill unit to a particular agent.
Use the PCM_OP_COLLECTIONS_POL_ASSIGN_AGENT policy opcode to automatically assign bill units to collections agents. By default, this policy opcode is an empty hook.

It is not so clear how to just assign a collections scenario and schedule actions for the future. Is there any way of assigning bill units to agents, when assigning the scenario automatically?
