ORA-28221 Error In Clinical With Password Function (Doc ID 1097433.1)

Goal

You have implemented a password function and OC Classical users are getting the following errors when they try to change their password using “File -> Change DB Password” from the window menu.

ERRORS
-------------
Invalid value for password (ORA-28221: REPLACE not specified
ORA-06512: at "SYS.DBMS_SYS_SQL", line 826
ORA-06512: at "SYS.DBMS_SQL",line 30)

Changing the password from OC menu “Admin -> Users -> Database Password” is working fine.
RDC users have no trouble in changing their password.

Their Data Entry users do not have access to RDC and Admin section of OC menu. Granting Alter User system privilege is also not a good option for them.

Is this a bug? Is there a workaround or solution to this?
