Symptoms

Gets the following error when upgrading from 5.0.2 to 5.1:

ALTER TABLE MEDDRA_SMQ_LIST MODIFY (SMQ_NOTE VARCHAR2(1000 CHAR));

SQL execution error, ORA-01441: cannot decrease column length because some value is too big
