What is the Correct Syntax for DOMDOCADDPI? (Doc ID 1161433.1)

To provide the correct syntax for DOMDOCADDPI and  to add the line <?xml version="1.0" encoding="UTF-8"?> top of the xml document

For example, to correct the code used in the following example:
//here PIP_DOCUMENT is top most node of xml.

XML_OP CREATE PIP_DOCUMENT;
PIP_DOCUMENT = DOMDOCADDPI("version=""1.0"" encoding=""UTF-8""");

When using above syntax the customer gets the following error:
"Function has NULL arglist."
