Argus ESM/Interchange logs Oracle Obfuscation Toolkit error(s) (Doc ID 1173833.1)

E2b Report Transmission Log (ESME2BTransmission_dbname_yyyymmdd.txt) contains errors and ESM/Interchange is not creating the outbound xml file.


Symptoms

Below error is displayed in the ESM/Interchange log (ESME2BTransmission_dbname_yyyymmdd.txt) when attempting to create an outbound E2b xml file and the xml file is not created:

System error has occurred in ESMProc.UpdateStatus Fn, error number = -2147217900 ,error desc. = ORA-28231: no data passed to obfuscation toolkit
ORA-06512: at ""SYS.DBMS_OBFUSCATION_TOOLKIT_FFI"", line 84
ORA-06512: at ""SYS.DBMS_OBFUSCATION_TOOLKIT"", line 255
ORA-06512: at ""ESM_OWNER.ESM_UTL"", line 1441
ORA-06512: at line 1 ,error source = OraOLEDB"
