How to Configure WebLogic Without Enable SSL for NMS Release (Doc ID 1180153.1)

Goal

In order to run NMS without the SSL/HTTPS enabled, the setting in build.properties will need to be turned off.

If these are set incorrectly, for example the application is set to use SSL and the URL is non-SSL, it can result in "Error 403--Forbidden" when accessing the Web Start web page used to launch the application.
