Creating or Modifying SMS User Fails with "Unable to call SMS Server" or "The update operation was not successful" (Doc ID 1222635.1)

Symptoms

When creating a new user or modifying existing users via the SMS screens, the operation will temporarily hang, then fail with one of the following error messages:

- Unable to call SMS Server
- The update operation was not successful
