Symptoms




On : 5.5.1 version, Install, Migration, Upgrade

When attempting to create tablespace for a new EBS instance,
the following error occurs.

ERROR
-----------------------
PLS-00201: identifier 'DBMS_SQL.OPEN_CURSOR@xxxx_SYSTEM_DBLINK' must be declared

Note : prior instances have had tablespaces created successfully

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Add and save Agent data for EBS instance
2. Admin > Tablespaces.
3. Add tablespace for AMAPS data and submit job.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Cannot not implement new EBS
