For Failed Payment No Event Is Generated But Item Gets Created (Doc ID 1268997.1)

Goal

While calling PCM_OP_PYMT_COLLECT , paytype 10001 is passed and the result is unsuccessful payment result value 0. The payment fails during the event creation. But a payment item gets generated which can be allocated to a bill. Such payment is a failed payment. In such case either no item should be generated or there needs to be a payment transaction ID which can be reversed. How to deal with this scenario?
