Login as admin user gives error in version 1.6 Oracle Utilities EIP (Doc ID 1269331.1)

When attempting to login on the main EIP welcome page using the admin/lodestar default username/password, the following error occurs.

Error Message
Invalid or expired session.: /lodestar/ccs/Default.aspx

Steps to Reproduce

The issue can be reproduced at will with the following steps:
1. Install Oracle Utilities EIP module
2. Create a new security schema from scratch using the buildora.cmd
3. Put the connection details of this new db in the lssecure.cfg.xml file
4. Try to login to the web application
