Why is MapEditor Not Loading All Links Present In The Shape File?

Symptoms
Map Editor is loading just 167 links of the supposed 977 links present in the shape file. A complete map is shown a Shape viewer but MapEditor loads only some links with almost no connection between them. Many links and nodes are ignored.
