Purge Events From partition_historic Partition (Doc ID 1272527.1)

Goal

There are more than 48 millions records in PARTITION_HISTORIC partition, which is causing  performance issues. There are 2 "old" delayed monthly partitions + current one (one delayed partition has about 20 milions records).

The user would like to purge (export and delete) some of these events. Is it better to delete them from one by one event (sub-)table or to use deletion of event object through testnap?
What is the best solution for deleting of events which are already recognized as not needed?

Note: These are placed in not-wanted partition (e.g. PARTITION_HISTORIC).
         It is understood that it will be needed to change configuration (in order not to have same situation in the future), but this change of configuration will not delete old records.
