Rollback 911 taxes

Purpose
911 taxes should be calculated based on the line count and not on the amount.
If the amount is $0 and line count is >=1 the taxes should apply. But it is not currently happening.
Steps to reproduce
1. Create and commit a Monthly Recurring Cycle (MRC) product with amount a 0.
2. Purchase that product for accounts.
3. Observe that there is no call to PCM_OP_RATE_TAX_CALC opcode in the cm.pinlog.
