Schedule Change Tracking/Snapshot Error : Error encountered while processing the request at (Doc ID 1278118.1)

When attempting to schedule change tracking changes or snapshots
the following error occurs.

Error encountered while processing the request. Please try again.
If problem persists, please contact your System Administrator.

The issue can be reproduced at will with the following steps:
1. Create a Change Tracking or Snapshot definition.

2. Save

3. Click on "Schedule" button.

4. Receive the Error "Error encountered while processing the request"

The issue has the following business impact:
Due to this issue, users cannot generate change tracking or snapshot reports in production, single user affected, workaround can be to generate ad-hoc reports.
