ASCP Not Respecting Minimum / Maximum Order Quantity Order Modifier (Doc ID 1292884.1)

Symptoms

Hard pegged items defined for a project environment, that have order modifiers like minimum / maximum order qty or fixed days supply and after running plan find that ASCP plan output is not respecting the order modifiers. 

<Note 853103.1> mentions a similar issue and references creating the hidden profile option MSC_ENHANCED_PROJECT_NETTING, but even after creating the profile MSC_ENHANCED_PROJECT_NETTING the plan still does not respect the order modifiers. Note in this example item is NOT on a ASL (Approved Supplier List).
