Override Of Purchase Fee Not Working During Plan Transition (Doc ID 1293274.1)

Symptoms

User can override purchase fee of the product during Plan transition for products at service level, but the same is not happening for the account level products.

Reproduction Steps

1. Create an account & purchase Plan A.
2. Do a plan transition from Plan A to Plan B (do not commit)
3. In Plan B for Acc 2 DEAL, override the purchase fee to USD 105.
4. Commit the transaction.
5. In Balance tab for Acc 2 PRODUCT, purchase fee is USD 20 (default) not USD 105.
