valid_to Field Changed Even Though RestrictResourceValidityToOffer Is Disabled (Doc ID 1304388.1)

Goal

Question 1

When we cancel a product with a cycle event, the 'VALID_TO' field of sub-balance is changed.
The /config/business_params for RestrictResourceValidityToOffer has been set to 0.

Does it apply only to granted resources that start on first usage?

Question 2

There is a flag in input flist for opcode: PCM_OP_SUBSCRIPTION_CANCEL_PRODUCT that extends validity of sub-balance. The flag is not mandatory.
Is there a system parameter that can be used to set default value for this flag if not provided in input?
