Symptoms

1. A user is unable to remove a model edit (stuck jumper/p_p_jumper/inline_jumper) -- even though there are no off-nominal devices or conditions on the devices.

or

2. An administrator is unable to rebuild a map and gets the following errors:

Message: CES-03006 location: Patch::mergeChanges severity: E
Object ###.####### has modification conflict with patch #####.
Message: CES-01058 location: MBService::mergePatchList severity: E
Error merging patch [patch #1] into patch [patch #2].

Changes

One possibility that would cause this:
The circuits that contained the original model edit were deleted, but the original patch that installed the jumper (patch #1) still shows as active.  The circuits and the jumper itself (in the ATT_JUMPERS table) show as inactive.
