Planning ODS Load fails With "ORA-0000 Specified partition: on table: does not exist" or MSCFINST form gives an ORA-14313 error

Symptoms
During Standard Data Collections, the Planning ODS Load fails with the following error:

Specified partition: ITEM_SUBSTITUTES__1 on table: MSC_ITEM_SUBSTITUTES does not exist
Please create all the missing partitions
Create_Temp_Tbl failed
ORA-00000: normal, successful completion
This situation can also occur with the following:
- MSC_REGIONS <BR>MSC_ZONE_REGIONS
- MSC_REGION_LOCATIONS
- MSC_ST_REGIONS EXCHANGE
Should this occur with any of the above, the solution is the same as MSC_ITEM_SUBSTITUTES described below.

Note: the ZONE_REGIONS__1 ending with __1
- this is the instance partition number
- will be different if using instance partition that is not the default installed partition -- e.g ZONE_REGIONS__1021 or some other number

When trying to setup an instance in the MSCFINST (Instances Form), the following error occurs:

ORA-14313: Value 2021 does not exist in partition ST_CALENDAR_DATES_DEF
ORA-04088: error during execution of trigger "APPS.MSC_APPS_INSTANCES_T1"
