Lost Mail After Adding A Message Store Partition

User is unable to access mail. IMAP client displays message about invalid partition. In the imap log file, we see:
cannot open mailbox user/<userid>/Drafts: Unknown/invalid partition
And new mail for that user is staying in the ims-ms queue with this error:
A similar error would be reported by the LMTP channel if you were using LMTP instead.
A new partition was added with:
and the user's mail was moved to that partition with:
