Goal

Email integration is failing. Email generates an error stating cannot resolve URL in SA_INTERNET_INTEGRATION table. After a restart of OC4J, email sends correctly.

Error: Issuing utl_http call to send e-mail through SIA
HTTP request failed (Request timed out/Unable to resolve
URL value in SA_INTERNET_INTEGRATION
