Design Studio 3.1.3 works slow when the Target field of the shortcut property is modified to include
-vmargs -Dsun.lang.ClassLoader.allowArraySyntax=true, as suggested on page 2-2 of the Oracle Communication Design Studio Installation and System Administration Guide.
