User Unable To Save Default Options In Data Manager

This problem occurs for General and CIS Billing Options in Data Manager.
Steps to Reproduce
- On the Data Manager screen, select Tools > Options
- Make a change, for example change "Day Start" to 8 AM and check "Use in all day calculations"
- Press OK button
