Symptoms

In P6 EPPM, when trying to publish a project using the Publication Services, projects are not being added to the queue for processing.

Also, the Project Arbiter service is stuck in a JS_Running state or does not exist:

SELECT job_id, job_type, status_code, last_run_date FROM JOBSVC WHERE job_type = 'JT_ProjectArbiter';
