Resource Based Cycle Arrear Fee Applies Charges Based On Resources From New Cycle And Not From Just Finished Cycle. (Doc ID 1333991.1)

Goal

Replication Steps:

1. Open account and purchase product which should apply cycle arrear fee based on resource(eg:KB used 3000001) (9.9Eur for -1,048,576 to No Maximum and 19.9Eur for No Minimum to -1,048,576).
2. Make resource balance set to -1048980. Expected is arrear fee will be 19.9Eur.
3. Move pin_virtual_time to beggining of next month. In our case it is May 1st.
4. Run billing for the account.

Result is that instead of 19.9Eur charge with VAT, the charge is only 9.9Eur. The resource amount considered is from new cycle (where it is still 0) and not from one that was finished and for which cycle arrear fee is calculated.
