System Numbering Not Adopting "Start At" Value

Symptoms
When you change the "start at" number in the configuration of system numbering, the new cases do not actually start to number from this value.
Steps to Repeat:
1. Log into a system as a user with console/config admin rights.
2. Navigate to system numbering and change the "start at" value from "1" to "100". Save.
3. Log out, and log in as a data entry user.
4. Enter a new case, click in "bookin", and note the case number that is generated - it should be starting from "100". It continued to number from "1", and hence the
next case was number "6", not "100" or "101" etc.
