Analyzing Delays in Outbound SMTP Channel Queue (Doc ID 1336046.1)

When monitoring, MTA queues often show some number of messages in an outbound SMTP channel queue, such as tcp_local, and they are not due to messages failing with temporary errors and being requeued for later retry, how do you tell:
