commadmin user create (or modify) set with service flag (-S) fails with the error, "netscape.ldap.LDAPException: error result (65)" (Doc ID 1343186.1)

Symptoms

Attempts to change a domain return "netscape.ldap.LDAPException: error result (65)":

Modifying a domain to add a service
bash-3.00# /export/home/7U0-Schema1/da/bin/commadmin domain modify -D admin -w password -d res.cal -S cal
FAIL
netscape.ldap.LDAPException: error result (65)
Modifying a domain to set a service to deleted
bash-3.00# /export/home/7U0-Schema1/da/bin/commadmin domain delete -D admin -w password -d res.cal -S cal
FAIL
netscape.ldap.LDAPException: error result (65)
Setting the service to "deleted" status
bash-3.00# /export/home/7U0-Schema1/da/bin/commadmin domain delete -D admin -w password -d res.cal -S cal
FAIL
netscape.ldap.LDAPException: error result (65)
Looking in the Directory Server error log, you find:

[29/Jul/2011:14:32:24 -0700] - ERROR<5897> - Schema - conn=-1 op=-1 msgId=-1 - User error: Entry "dc=res,dc=cal,o=internet", attribute "icsStatus" is not allowed
Also, commadmin domain purge will fail, with error "16".

Changes

If the cause is the DA Server failing to search the DIT tree, no apparent cause exists, no configuration change causes this condition.  This is believed to be a transient condition that occurs in runtime.
