How does the first paired event transition from HELD state after receiving the paired last event?

For example, consider an Outage activity.
The POWER FAILURE event, which is the Paired First event, goes into HELD state and creates an activity of OUTAGE with status Started. Then the POWER RESTORE event, which is the Paired Last Event, goes into SENT-SUBSCR state and completes the Outage Activity.  However, the first Paired Event POWER FAILURE still remains in the HELD state after completion of the activity.  How does it transition from the HELD state after receiving the paired last event?
