Background Processor Job Master does not start as a Windows Service; Error 1053 (Doc ID 1345972.1)

Symptoms

A Windows service was created using Windows Service Control (sc.exe) to automatically start the Background Processor Job Master (jmaster.exe).  Attempting to start the service produces an "Error 1053". Below is the error received:
