FCT_PrefixDesc Does Not Properly Map Some Values

Symptoms
The user discovered that the description on the usage line on the invoice is incorrect. As investigated, Pipeline functional module FCT_PrefixDesc chooses an incorrect line.
As input to this module, areacode = 'DA1100D' was passed. This areacode is presented in table ifw_destindesc with only one possible description: "DA1100D option". But, the ifw_desctindesc module populates the description as "1100 option" instead.
